Building Plan Check

The Mission of PDS Building Plan Check Service is to assist permit applicants to comply with applicable building codes and regulations through reviewing the design of all buildings and structures within the unincorporated territory of the County of Orange, and to enhance the building permit process by providing efficient and professional services to the public.

The Building Building Plan Check Division is responsible for the reviewing building plans for compliance with county building ordinances and applicable state building regulations. The division issues building permits and ancillary permits such as plumbing, mechanical, and electrical.

The Building Permit Services Division also reviews acoustical reports reports for compliance with county land use and noise compatibility standards.

Plumbing, Mechanical, Electrical & Structural

  • Provides general and specific building related services for the unincorporated area of Orange County.
  • Provides information regarding code interpretation, plan check procedures or plumbing, mechanical, electrical and permit issuance procedures.
  • Receives all plans for structural, architectural, plumbing, mechanical and electrical plan check and reviews for completeness prior to submittal for detailed plan check.
  • Issues permits for projects which do not require submittal of plans, whose plans have been checked and approved and required clearances have been effected.
  • Checks plans and issues permits for private sewer systems and private water distribution systems.
  • Issues temporary power permits
  • Issues demolition permits.
  • Checks plans and issues permits for miscellaneous structures such as retaining walls, swimming pools, signs and solar devices.
  • Checks plans and issues permits for minor projects.

NOTE: The plan check / permit issuance process starts at Station 1. For plumbing, mechanical, and electrical permits that are not related to structural building permits the plan check/permit issuance process starts at Station 5.
