Development Processing Review Committee

A BOARD OF SUPERVISORS APPOINTED VOLUNTEER WORKING GROUP

The DPRC was created in the early 1980s during a period of significant change and reorganization within the County. DPRC's purpose originally was defined as reviewing the organizational changes to identify ways to increase cost efficiency, decrease processing times, and improve internal project coordination during the review of development proposals. The DPRC's purpose was refined in 1982 to be a more general and ongoing review of the planning process.

The Board of Supervisors historically has looked to the DPRC in times of structural and policy change for the committee's observations and comments on how those changes might affect development costs and timelines. In response to the recent financial crisis within the Planning and Development Services Department and the resulting management changes, DPRC members have reviewed the committee's role in an effort to affirm that it is providing the service the Board of Supervisor's intends, and that its recommendations are appropriately integrated into the development review process.

The four on-going objectives of the DPRC are to:

  1. Act as an advocate for an efficient and cost effective development review process.
  2. Strive to simplify, clarify and streamline the development review process.
  3. Ensure consistent application of policies and procedures, codes and regulations in the development review process.
  4. Facilitate communication between the public and private sectors.

DPRC Representatives
The Orange County Board of Supervisors appoints five Development Processing Review Committee (DPRC) Representatives, each representing a district of the County.

DPRC Activities
DPRC facilitates communication with County staff to increase efficiency. This collaborative relationship enables DPRC to serve as a resource for staff to identify issues throughout the review and construction of development projects; an "early warning system" for potential problems and a means of identifying solutions before problems become unmanageable. The committee provides the consistent link between the public and private sectors.

Duties and Responsibilities
These Duties and Responsibilities are to govern the actions, organization and procedures of the DPRC.

Schedule of Meetings
The Development Processing Review Committee (DPRC) conducts meetings on the second Wednesday of each month as per the approved schedule. The meetings are scheduled to be held from 8:30 to 10:00 a.m. and are located at the County of Orange, H.G. Osborne Building, 2nd Floor, Planning and Development Services Conference Room 222, at 300 No. Flower, Santa Ana.

Annual Report
The Annual Report for the Development Processing Review Committee (DPRC) identifies the role of the DPRC within the County and states the ongoing goals for the committee.

Meeting Information
Contains the Current and Past Agendas and Approved Minutes to be heard by the Development Processing Review Committee on a specific date. All meetings of the DPRC are noticed and open to the public.
