DPRC Representatives

The Orange County Board of Supervisors appoints five Development Processing Review Committee (DPRC) Representatives, each representing a district of the County.

Michael Recupero has served as the vice chair of the Development Process Review Committee since 2004. He is a principal of Recupero and Associates, Inc., an Orange County based governmental relations firm.

Representative clients include The Irvine Company, The Boy Scouts of America, Toll Brothers, Inc., Ocean View School District and The City of Anaheim.

Started in 1973, Recupero and Associates, Inc. assists developers, landowners and businesses through the entitlement and administrative processes. Additionally, Michael serves his private and public clients in complying with water quality regulations.

Prior to working in governmental relations Michael practiced litigation in San Francisco where he also served as a mediator and adjunct professor at UC Hastings College of the Law. Michael grew up in Orange County and attended Mater Dei High School.

Jackie Hare is president of one of Southern California's leading permit and entitlement management company, J. L. Hare Associates. Jackie's strong associations with city and county governmental agencies are key to her success.

Jackie began her career as the associate director of project regulatory compliance for the Mission Viejo Co. more than 13 years ago. She has since become highly regarded for her permit and entitlement management work for California's most prominent developers including Standard Pacific Homes, Shea Homes, Lennar Homes and William Lyon Homes.

Jackie has maintained a strong presence and actively participates in many industry groups. She is a member of the Orange County Development Review Processing Committee originally appointed by Supervisor Harriett Weider. She also is a member of the Building Industry Association of Southern California, Orange County, San Diego and Baldyview chapters; Home Builders Council; Associates of Commercial Retail Executives; Commercial Real Estate Women (CREW) and National Association of Office & Industrial Properties (NAIOP). Jackie also is a member of the board of directors of the California Building Industry Association, Riverside.

Jay has 24 years experience as an urban planner and entitlement consultant. For the past eight years Jay has served as a full-time consultant to Rancho Mission Viejo, coordinating entitlement efforts for the Ladera Ranch and Ranch Plan communities.

Jay previously worked as a planning consultant to the Irvine Company, Lennar Homes, William Lyon Homes, and as a planner for the County of Orange. Jay received a Bachelor of Science degree in City and Regional Planning from California Polytechnic University, San Luis Obispo.

Jay serves on the Building Industry Association (BIA) Local Governmental Affairs Committee and the Orange County Fire Authority Advisory Committee, and is a full member of the Urban Land Institute (ULI).

Rick has 33 years experience as an urban planner, problem solver, mediator and technical translator. Rick currently serves as manager of Governmental Relations/Entitlement for projects in Orange, LA, Riverside and San Bernardino County.

Rick previously worked as a planner for the County of Orange and the California Coastal Commission. He received a Bachelor of Arts degree from Biscayne College, Miami, Florida and has completed course work University of California, Irvine in Urban Planning.

Rick serves on the Building Industry Association (BIA) Local Governmental Affairs Committee and the Orange County Fire Authority Advisory Committee, and is a member of the American Planning Association (APA).


    Thomas G. Grable

5th District Appointment 2003

Tom Grable joined William Lyon Homes, Inc. in 1998 as a Project Manager and became a Vice President in 2005. He is responsible for overseeing all aspects of project management on several of the firm's Southern California new home developments. His responsibilities include land acquisition, forward planning and entitlements and other pre-development activities. Additionally, he oversees the management and operations of project teams involved with site planning, engineering, architectural and landscape design, offsite and onsite construction, sales and marketing and customer satisfaction.

Prior to joining William Lyon Homes, Inc. Mr. Grable spent a combined 10 years at Beazer Homes, Inc. and Watt Homes, Inc., most recently in the role of Senior Vice President of Land Acquisition and Forward Planning. He also obtained key planning and development experience while employed at the civil engineering firm of DGA Consultants, Inc. and Sanchez Talarico Associates, an urban and environmental planning firm.

Tom has served on the Building Industry Association Orange County Chapter Board of Directors since 2002 and its Executive Committee since 2003. He has held the positions of Secretary and 2nd Vice President and is currently the chapter's 1st Vice President.

Mr. Grable received his Bachelor of Arts degree form California State University, Fullerton and has completed professional certificate programs at the University of California, Irvine in Project Management, Land Use and Environmental Planning, and Light Construction and Development Management.


    Fred Ameri

5th District Appointment

Fred Ameri came to America in 1959 at the age of 18, to study medicine at Berkley. "But the first time we dissected something, I knew it wasn't for me," he says. He turned to engineering and went on to earn a masters degree in civil engineering. He quickly found a job at RBF, which was operating out of a small house in Costa Mesa. They grew, and soon Ameri was asked to open their Colorado office. And Fred has been working for the same engineering firm ever since. Currently he sits on the Development Processing Review Committee, the California Regional Water Quality Control Board and is chairman of the board for the World Affairs Council of Orange County.
