The DPRC's current function within the County's structure might best be understood by our typical activities.
- DPRC provides opinion and comment on policy changes that affect development. Examples of our efforts include
commenting on revisions to County Codes, standard conditions of approval, implementation of new water quality
requirements, and similar measures.
- DPRC provides opinion and comment on organizational changes that affect development. When EMA was divided into
two departments, Planning and Development Services and Public Facilities and Resources, DPRC provided comment to
senior County staff on how that transition would affect the development process. When PDSD and PFRD were united
into one department, the Resources and Development Management Department, DPRC provided comment to senior
County staff on how that transition would affect the development process.
- DPRC recommends to staff needed changes to the process to accommodate changed situations that arise during the
review and development of projects. By its nature, the development process is dynamic. Adoption of new regulations
development of new products, and changes in construction methods may trigger the need to modify the review process.
An example of this is the recent incorporation of water quality review into the grading and building permit process.
Newly implemented State laws have required to the County to undertake significant responsibilities for water quality
management and enforcement. New development and significant reconstructions projects implement those water quality
requirements. Our dialog with staff helped shape the mechanisms by which the County will oversee this aspect of
development activity.
DPRC facilitates communication with County staff to increase efficiency. This collaborative relationship enables DPRC
to serve as a resource for staff to identify issues throughout the review and construction of development projects; an
"early warning system" for potential problems and a means of identifying solutions before problems become
unmanageable. We provide the consistent link between the public and private sectors.
