February 1980
The Board of Supervisors established a Development Processing Committee for the purpose of making recommendations
regarding streamlining the development process in the County. The committee was comprised of members of the development
industry, major County employers and consumer representatives, with one member of the Board of Supervisors serving as
Board liaison.
December 1980
The Board of Supervisors approved the Environmental Management Agency's (EMA's) response to the Development Processing
Committee's recommendations on reducing development processing time and reducing costs associated with development
processing and adopted a tentative schedule for implementing those recommendations.
March 1981
EMA proposes a major reorganization to streamline development processes and provide for establishment of a "one-stop"
shop for related development activities. This reorganization was proposed to consolidate major planning activities in
one function, provide consistent follow-up and review of development projects, Streamline processing procedures and maximize
concurrent processing, and combine diverse transportation activities into one program office.
June 1981
The Board of Supervisors approved EMA's reorganization plan and formed an ad hoc public/private sector review team. Each
Board office appointed two members with technical expertise and/or experience in working with EMA and an appreciation for
the organizational changes EMA was implementing. The team was directed to work with senior County staff members to eliminate
unwarranted time expenditures on low priority items.
December 1982
The Board established an ad hoc public private sector review team to review improvements to the County's planning process
and to report back to the Board. This Committee was to be known as the Development Processing Review Committee (DPRC).
