Richard K. Goacher, is the President of RGP, a professional planning environmental, and regulatory consultancy based in Irvine, California. He is a twenty-seven year resident of Orange County and has been a professional urban and environmental planner since 1970. He is a graduate of California State University with a Bachelor Degree in Environmental Studies, and a Master of Public Administration. He also earned Professional Certificates from UC Riverside and UC Irvine. Other accomplishments and achievements are:

• Involvement with the planning movement "traditional neighborhood design" (TND - a people based design philosophy that de-emphasizes the automobile and enhances walking opportunities within ten minutes of the neighborhood), and Riverside's new town plan known as "Liberty"
• Served as a Planning Commissioner for the City of Lake Forest from incorporation in 1991 through his appointment to the Orange County Planning Commission by Orange County Supervisor Todd Spitzer in 1997.

Commissioner David Zenger was appointed to the Planning Commission by 4th District Supervisor Chris Norby in January 2003.

Mr. Zenger has been a resident of North Orange County since 1986. He is the founder and past president of Fullerton Heritage, and served on Fullerton's Downtown Planning Committee. He was a founding board member of Municipal Officials for Redevelopment Reform, a public watchdog organization.

He civic activities in Fullerton have been wide-ranging, and include the Kassler WPA Mural restoration project, volunteer work at the Fullerton Library, and involvement in youth sports.

Mr. Zenger was graduated cum laude from Pomona College with a degree in history. He has been employed in the construction and development business for seventeen years. He has worked as a self-employed consultant, as well as for Orange County-based construction companies.

His interests include art, classical music, enology, architecture, and architectural history.
