State and federal laws require that a "reasonable range of project alternatives" be prepared as part of the public environmental review process for projects requiring a state Environmental Impact Report (EIR) and/or a federal Environmental Impact Statement (EIS). The NCCP/HCP and SAMP/MSAA programs will each require the preparation of "joint" EIR/EIS documents (ie. integrating the EIS and EIR as part of a single environmental document for each program).
