Code Enforcement Online Complaint Submittal
The Orange County Code Enforcement Unit works to ensure that property owners in unincorporated areas bring
substandard structures and conditions up to Building and Zoning Code standards. If dialogue with a neighbor
is ineffective or confrontation is feared, concerned citizens may submit a complaint to the Code Enforcement
unit using the on-line complaint submittal tool. If the complaint is found to be a potential code violation,
a code enforcement officer is dispatched to the complaint and an investigation begins. For more information

Development Processing Center (DPC)
The Development Processing Center (DPC) is the public counter in which ministerial and discretionary
permit applications are processed. The DPC consists of Stations 1 through 8 (Information, Express,
Planning and Zoning, Grading and Building Plan Check, Cashier, County Property Permits, and Recheck)
These are the stations which an applicant would visit in order to initiate, file, and issue various
permit applications necessary for land development. The DPC also includes other non-PDSD County department
information to further facilitate the coordination among County entities necessary for project procurement
and processing.
This virtual DPC is an online version of the Development Processing Center The same forms and filing
instruction that are available at the counters of the various stations are available as online documents.
Orange County Planning Projects Research Tool
This Orange County Planning Projects service provides client access to approved, denied, or withdrawn Orange
County planning applications, changed plans, and subdivision activities. Projects can be searched by project
number, applicant name, address, or closed date. The on-line information includes the project description,
comments, staff planner, staff report, conditions of approval, and findings. This service also provides
web access to the central library of "Standard Findings" and "Conditions of Approval"
which is used by county staff planners to generate the project's conditions and findings.
Permit Account Statement
Displays the permit account statement including deposits, charges and refunds for building and grading (time &
material) permit types.
Permit Fee & Deposit Estimator
This application is used by the public to obtain an estimate of the fees and/or deposits required by to process
a permit application. This tool will provide estimates for the most common residential permit types including
dwellings, garages, carports, room additions, re-roofs, pools and spas. It also provides estimates for other
permit applications such as grading, signs, retaining walls and special events. This tool functions similarly to
a wizard, asking the user a series of questions, and when it has sufficient information, presents the fee and
deposit estimates along with a series of notes about the estimate. These estimate notes will contain both caveats
and additional information specific to the permit type for which the estimate was calculated.
